STATEMENT OF CHAIRMAN OF THE TRANSPORT ECONOMY AND ENVIRONMENT OVERVIEW AND SCRUTINY COMMITTEE

 

The Transport, Economy and Environment Overview and Scrutiny Committee has a remit that includes the following:

 

·         Transport and communications infrastructure of all kinds, however owned or provided, and how the transport needs of the community are met

·         Supporting business, helping people develop their skills, including lifelong learning

·         Sustainable development, climate change strategy, countryside management, waste management, environmental conservation and enhancement flooding and cultural issues.

 

There has been one meeting of the committee and one mid cycle briefing since my last statement to Council.

 

The mid cycle briefing was held on 8 September 2022 included an update from the Corporate Director, Business and Environmental Services, as well as a preview of the report to the committee last month on the North Yorkshire Council Climate Change Strategy Consultation Draft.

 

At the last meeting of the committee on 20 October 2022, the following matters were considered:

 

·         Climate Change Strategy

·         Low and Zero Carbon Emission Transport

·         Allerton Waste Recovery Park (AWRP) performance report 2021-22

 

Committee members present all played an active role in scrutinising the reports, for example around the following:

 

·         How the new North Yorkshire Council Climate Change Strategy will be monitored to ensure it meets the set goals and objectives laid out in the strategy document and in the York and North Yorkshire Routemap to Carbon Negative?

·         The factors to be considered as part of installing public charging infrastructure for electric vehicles across North Yorkshire and the process for determining the locations of the chargers.

·         The reasons behind the underperformance of recycling/composting at Allerton Park against the contractual target and the steps undertaken to improve this as soon as possible.

 

The next meeting of the committee is on 19 January 2023 and is set to have the following items on the agenda:

 

·         York and North Yorkshire LEP annual update

·         National Highways update on maintenance and improvement activity

·         20mph speed limit policy implementation

·         Road casualty figures for North Yorkshire in 2020 and 2021 and initiatives undertaken by the Road Safety Partnership

 

 

 

Workshop on Highways Reinstatements

 

The committee held an informal workshop with officers to look into the policies and procedures of NYCC regarding the reinstatements of highways by third party service providers and what the powers and responsibilities the County Council has in this area.

 

Highway remediation works have been identified as a concern for many members across the County and we feel a better understanding may give the committee an insight into what recommendations may improve this element of casework for all members.
